It is hard to make out exactly what the seven exhausted foreign ministers of the world powers and Iran were actually talking about in Lausanne this week – especially in the last two days, when the negotiations overran their March 31 deadline for a framework nuclear accord.

The highly-colored reports from the Swiss hotel up until Thursday, April 2, bespoke a mighty battle between the American negotiators led by Secretary of State John Kerry and Energy Secretary Ernest Moniz, and the Iranian group, headed by Foreign Minister Mohammed Javad Zarif, over four key points still at issue between them: the pace of sanctions relief, research and development projects, international inspections - including snap visits to any nuclear facilities they demanded, and, finally, the quantity of low-enriched uranium Iran may retain after the bulk of its stockpile is shipped overseas.
The drama was heightened by the sight of the American delegation marching into a tent set up in the hotel yard “to defeat eavesdropping” for a video conference with President Barack Obama in the White House. Kerry wanted to know whether to carry on the never-ending negotiations, which were looking more and more farcical as the hours ticked by without closure, or quit. This would be tantamount to the failure of the entire structure of nuclear diplomacy.
Obama directed the delegation to carry on talking with the Iranians and disregard the missed deadline as though nothing had changed.
The drama was heightened by the sight of the American delegation marching into a tent set up in the hotel yard “to defeat eavesdropping” for a video conference with President Barack Obama in the White House. The French Foreign Minister, Lauren Fabius, fed up with the game playing out between the Americans and the Iranians, left more than once for home. He returned Thursday saying: “We are a few meters from the finishing line, but it’s always the last meters that are the most difficult. We will try and cross them. It’s not done yet.”
Zarif told reporters: “Our friends need to decide whether they want to be with Iran based on respect or whether they want to continue based on pressure. They have tested the other one; it is high time to test this one.”
Those words carried two messages: One that the Iranians were serious when they reiterated in the past weeks that a framework accord for ending the current phase of negotiations was unacceptable, and insisted on the talks carrying straight through to a comprehensive deal by June 30.

The writing was on the wall for all the parties to see. The current deadline crisis could have been avoided by understanding that there was no way the Iranian delegation would ever disobey the supreme leader’s dictates.

Netanyahus kommentarer kommer efter USA bekräftade att de skulle än en gång förlänga tidsfristen för en uppgörelse med Iran, efter den senaste tidens 31 mars deadline kom och gick igår.

Prime Minister Binyamin Netanyahu responded Wednesday to yesterday's statement by a senior Iranian military official that Israel should be "wiped of the map", once again criticizing international powers for softening their stance on Iran's nuclear program while Tehran simultaneously pursues an ever more aggressive foreign policy.
"Yesterday an Iranian general brazenly declared and I quote: 'Israel'sdestruction is non-negotiable', but evidently giving Iran's murderous regime a clear path to the bomb is negotiable," Netanyahu said of the comments by theCommander of Iran’s Basij (volunteer) Force, Brigadier General Mohammad Reza Naqdi.
"This is unconscionable," Netanyahu declared.
"I agree with those who have said that Iran's claim that its nuclear program is only for peaceful purposes doesn't square with Iran's insistence on keeping underground nuclear facilities, advanced centrifuges and a heavy water reactor," he added. "Nor does it square with Iran's insistence on developing ICBMs (Intercontinental Ballistic Missiles) and its refusal to come clean with the IAEA on its past weaponization efforts."
Turning from Iran's nuclear program to its increased use of terrorist and other proxies to expand its control over the wider Middle East, the prime ministernoted how "at the same time, Iran is accelerating its campaign of terror, subjugation and conquest throughout the region, most recently in Yemen," where Shia Houthi rebels, backed by Iran, have ousted the Yemeni government.
"The concessions offered to Iran in Lausanne would ensure a bad deal that would endanger Israel, the Middle East and the peace of the world," he continued, echoing statements he made earlier this week in which the PM warned the deal under discussion is worse than he had feared.
"Now is the time for the international community to insist on a better deal," Netanyahu insisted.
"A better deal would significantly roll back Iran's nuclear infrastructure. A better deal would link the eventual lifting of the restrictions on Iran's nuclear program to a change in Iran's behavior.
"Iran must stop its aggression in the region, stop its terrorism throughout the world and stop its threats to annihilate Israel. That should be non-negotiable and that's the deal that the world powers must insist upon."
Netanyahu's comments come after the US confirmed it would be once again extending the deadline for a deal with Iran, after the recent March 31 deadlinecame and went yesterday.
It is the third deadline to have been missed by P5+1 negotiators.
U.S. State Department spokeswoman Marie Harf said enough progress had been made to warrant an extension, although there still were "several difficult issues" to bridge.
Iranian negotiator Hamid Baidinejad meanwhile, said his country was in no rush to reach a deal.
"The negotiations will end when solutions have been found," he said, in comments cited by the BBC. "We are not watching the clock."
It has been charged that President Barack Obama is "desperate" to seal a deal and score a foreign policy "achievement," even as Israel and other sources warn the deal threatens to leave the Islamic regime with the ability to rapidly produce a nuclear arsenal at the time of its choosing.
Strengthening concerns that a bad deal is being formed, an aide to Iranian President Hassan Rouhani who defected last week revealed the American negotiating team is just speaking "speak on Iran’s behalf with other members of the P5+1 countries and convince them of a deal."

The Islamic State (ISIS) jihadist group seized control of most of the YarmoukPalestinian refugee camp in southern Damascus Wednesday, a localPalestinian official told AFP.
"Fighters from IS launched an assault this morning on Yarmouk and they took over the majority of the camp," said Anwar Abdel Hadi, director of political affairs for the Palestine Liberation Organisation (PLO) in Damascus.
Fighting was continuing inside the camp, he said.
The Syrian Observatory for Human Rights, a Britain-based monitoring group, said ISIS was in control of a "large part" of the camp after fighting withPalestinian groups also opposed to President Bashar al-Assad's regime.
Yarmouk was once a thriving neighborhood home to 160,000 Palestinians - descendants of refugees from the Arab-Israeli conflict, who uniquely allowed to "inherit" refugee status by the UN - as well as many Syrians, but has been caught up in the country's fighting and besieged by regime forces for more than a year.
Only about 18,000 residents are estimated to remain in the camp after many fled the fighting.
Syrian rebels had withdrawn from the camp in February 2014 under a deal that left only Palestinian anti-regime groups inside.

ISIS, which has seized control of large parts of Syria and Iraq, has fought not only against the Assad regime but also against other rebel groups as it seeks to expand the territory under its control.
"Fighters from IS launched an assault this morning on Yarmouk and they took over the majority of the camp," said Anwar Abdel Hadi, director of political affairs for the Palestine Liberation Organisation (PLO) in Damascus.
Fighting was continuing inside the camp, he said.
The Syrian Observatory for Human Rights, a Britain-based monitoring group, said ISIS was in control of a "large part" of the camp after fighting withPalestinian groups also opposed to President Bashar al-Assad's regime.
Yarmouk was once a thriving neighborhood home to 160,000 Palestinians - descendants of refugees from the Arab-Israeli conflict, who uniquely allowed to "inherit" refugee status by the UN - as well as many Syrians, but has been caught up in the country's fighting and besieged by regime forces for more than a year.
Only about 18,000 residents are estimated to remain in the camp after many fled the fighting.

The statements come the same day reports revealed the IDF had updated its worst case scenarios for a war against Lebanon for the first time since 2007. The assessment posited that Hezbollah would hit Israel with 1,000-1,500 rockets every day, and the number of Israelis killed daily will be in double or even triple digits.
As far as what Israel can do against the major threat, Hasson said the "ultimate defense is a combination of counter-attack, active defenses, and passive defense," with the later consisting of civilians following orders to stay secure.
American backing?
Also addressing the missile threat at the conference was Riki Ellison, founder and chairman of the US Missile Defense Advocacy Alliance.
Ellison remarked that the US has a policy of always leaving a warship with an Aegis naval missile defense system in the Mediterranean to provide Israel with defense from Iranian long-range ballistic missiles capable of hitting the Jewish state from Iran.
He described how the warship "can stand off the coast and shoot long-shots coming in from Iran."
However, Ellison noted how the US wants Israel to complete developing its missile defenses for all ranges of missiles, through such systems as Arrow 3 and David's Sling, which would free up the Aegis ships.
If needed the US could take its defense of Israel a step further, revealed Elisson, noting that Terminal High Altitude Area Defense (THAAD) batteries could be deployed to secure the Jewish state.
Even as nuclear talks reached a deadline on Tuesday that was extended by the US, Commander of Iran’s Basij (volunteer) Force, Brigadier General Mohammad Reza Naqdi, said "wiping Israel off the map is not up for negotiation," illustrating the dangers posed by the state's nuclear program coupled with its missile capabilities.

According to Security Council resolutions 425 (1978) and 426 (1978) of 19 March 1978, UNIFIL was established to:
- Confirm the withdrawal of Israeli forces from southern Lebanon.
- Restore international peace and security.

For one, the ICC is trying to usurp the rules by incorporating UN GeneralAssembly (GA) resolutions into its decision-making on Ramallah’s application. The GA is not authorized to recognize states by the United Nations’ charter, and yet the ICC’s chief prosecutor is taking GA decisions about “Palestine’s” observational status as grounds to treat it as a state member to the court.
As Kontorovich put it in a recent Washington Post article on the subject, the ICC prosecutor “substituted the determination of the General Assembly for her own. The GA is not a judicial body, but a political one. Its determinations are political, not legal.”

The Palestinian Authority (PA) is looking to sue Israel for "war crimes" at the International Criminal Court (ICC), and even while it is not clear the ICC will recognize the PA as a bona fide state, there are numerous other caveats though that could hold back whatever advantage the PA thinks it might have.
Eugene Kontorovich, lecturer in international law at Northwestern University, tells Arutz Sheva that the PA must meet the binding legal definition of a state, and he argues the ICC is ignoring basic fundamentals of international law in order to advance the PA's application for membership.
Asked to explain further in an interview with Arutz Sheva, Kontorovich expanded his argument.
“There are certain things that have legal definitions. There is a legal concept of what a state is; not what the General Assembly says a state is. If the General Assembly passed a resolution calling it a state, that wouldn't make it true. It’s a separate legal definition. If the GA passed a resolution against an innocent man stating that he is a murderer, that still does not actually make him a murderer.”
The United Nations – a general framework of institutions who administer international law for that matter – do not have a clear equivalent to a parliament that might pass laws at will, which courts would then incorporate into their jurisprudence, he says. International law is defined by conventions, both literal conventions of country’s representatives to discuss amendments and treaties on the one hand, and the “convention” or agreements produced in those meetings on the other.
Working with established laws in those international conventions and whatever case-law precedent that might exist, the ICC prosecutor is responsible from there to prove “Palestine” indeed fits the bill.
“The prosecutor has to establish a legal definition on her own,” says Kontorovich. “It’s a known fact that the General Assembly cannot establish legal precedent. Even a resolution in the United Nations Security Council does not serve in that way.”
These operational, legal definitions apply to other issues – not just what is and is not a sovereign state. Israel has also run into issues over what constitutes an “occupation,” hearing arguments that even the withdrawal from Gaza is not sufficient to say Israel has ended its "occupation" of the area.
It is possible that at some point in the future that those GA “resolutions could lead to eventual change of definitions of things like occupation” or statehood, but they can only serve as inspiration for more formal changes to international treaties like the Geneva Convention that actually illustrate those definitions.
Other issues could create a diplomatic fury if the ICC were to judge the situation by the reality on the ground.
It is plausible that in the event the ICC defined the PA in Judea and Samaria as a state, that would not necessarily mean it has the right to file complaints on behalf of Gaza, because Mahmoud Abbas does not have "effective control" of Gaza - Hamas does.
Arutz Sheva asked Kontorovich if the two regimes could have to be recognized separately given their circumstances.
“There is something I call 'The Morsi Precedent.' When Sisi toppled Morsi, Morsi requested the ICC assert jurisdiction over his country to intervene. The court refused on the grounds that at the time of his appeal, he wasn’t President anymore.”
As Kontorovich delineated in an article for the law blog Opinio Juris last year on the Morsi decision, the Office of the Prosecutor weighed “whether Morsi had 'effective control' of Egypt at the time of the application. Finding that he did not, it concluded he could not accept jurisdiction on behalf of the country.” The ICC decision can be read here.
“He might have had technical authority but not the actual authority,” Kontorovich went on to explain. “It all seems very similar but this does not seem to be slowing the prosecutor down at all.”
The Officer of the Prosecutor seems bent on asserting ICC jurisdiction, he said. The reasons could be an existential issue for the court.
“Palestine” is a major international issue. As the court tries to justify its existence following several failed prosecutions, ignored subpoenas and accusations that it is too Africa-focused, the ICC might try to enhance its prestige by going after a vulnerable, Western-aligned state.
“Delivering (Binyamin) Netanyahu’s head on a silver platter would be a permanent precedent to talk about," Kontorovich explained.
