Israel's Resilient Decency Despite Extreme Terrorism

U.S. citizens got a small taste of the Islamist terror threat that hounds Israelis on Sept. 17, with four bombings or bombing attempts in the New York metropolitan area and a Minnesota stabbing attack.Israel, a country about the size of New Jersey, endured eight terrorist attacks in a four-day period overlapping the American incidents. Even that frightening frequency does not represent "the scale of the attacks during the previous wave" of terror, according to the Meir Amit Intelligence and Terrorism Information Center, an Israeli think tank.
Israel's experience shows that the war against Islamist terror is a long and difficult one, but it can be managed while maintaining a democracy's core values.
Whereas the U.S. experienced about a dozen attacks during the 21 months from the start of 2015 through last month, an Israeli government list of terror attacks covering 12 months from 2015-16 totaled 407 attacks, including 165 stabbings, 87 attempted stabbings, 107 shootings, 47 vehicular (ramming) attacks, and one bus bombing. Those attacks killed 40 people and injured 558 others.
The Israeli government statistics don't include stone throwing, petrol bombs, riots, IEDs, arson, stun grenade attacks, rocket attacks, and other types of attacks. When those are included, Israelis endured 3,754 terrorist attacks (including 3,635 by Palestinians and 119 by Israeli Arabs) from Jan. 1, 2015 to Jan. 5, 2016, according to a meticulously documented list compiled by analyst Nehemia Gershuni-Aylho.
Thus, in 2015, Israelis suffered about 10 terrorist attacks every day.
Adjusted for population size, the violence would equate to a staggering 150,160 attacks in a year in the United States (roughly 411 per day).
Of course, demographic, geographic and historic differences mean the U.S. is unlikely ever to experience that much Islamist terrorism.
Despite those differences, jihadi attacks in the United States during the last year have been enough to inject proposals like banning all Muslims from entering the country into the national political debate. No such proposals have ever been publicly discussed by any mainstream political parties in Israel.
By contrast, Israeli democracy is immensely tolerant of diverse opinions – to the point that the Arab party in the Knesset publicly supports terrorist organizations bent on destroying Israel. Last March, two Arab-Israeli political parties condemned Gulf Arab states for designating the Lebanese-based Iranian proxy Hizballah a terror organization. Hizballah openly seeks Israel's destruction, and has more than 100,000 rockets and missiles aimed at the Jewish state. Could a parliamentary party in the EU or U.S. ever openly support an enemy terrorist group?
Remarkably, Israel spares no expense when providing medical help to the very terrorists attempting to murder Israelis.
Last December, at the height of the "Stabbing Intifida" – a series of seemingly spontaneous knife attacks by Palestinians on Israelis - the Israeli Medical Association issued a ruling requiring that the wounded be aided in order of injury severity, even if that means helping assailants before victims. Israeli medics treat Palestinian terrorists and murderers better than their Palestinian counterparts treat Israeli victims of Palestinian terror, such as the Palestinian medics who ignored an Israeli terror victim's plea for help last November.
Another example of Israel's incredible humanism despite extreme terrorism is the Israeli mother who was happy to donate the kidney of her son, who was murdered by a Palestinian suicide bomber, to save the life of a Palestinian girl.
The Israeli non-profit "Heart for Peace" is staffed by Israeli and Arab cardiologists who have saved the lives of more than 610 Palestinian children since 2005. Outrageously, in 2014, a Gazan mother whose young son's heart was saved by Israeli doctors saidthat she hoped he would grow up to be a suicide bomber.
Israel has even provided medical services to the relatives of those seeking its destruction. Hamas leader Ismail Haniyeh may encourage ordinary Palestinians to embrace martyrdom for the sake of killing Israelis, but his mother-in-law, daughter, and granddaughter have all been treated by Israeli hospitals. During the last war with Hamas in 2014, Israel reportedly provided medical treatment to two Hamas terrorists who had infiltrated the country through a tunnel. Every year, Israel treats thousands of Gazans.
Examples of public generosity and decency may be rare in conflict zones, but they abound in Israel. When an Arab Israeli was wrongly beaten by police in May, the Israeli public raised money for the victim's college tuition and legal fees, a story that went totally unreported by the mainstream media. Last August, a Palestinian girl whose bicycle was taken and broken by Israeli border police received a new bicycle donated by an Israeli man.
The EU routinely criticizes Israel for its relations with Muslims, yet Europe is far less tolerant of Islam in many respects. Last summer, three French cities – Corsica,Cannes, and Villeneuve-Loubet – banned "burkinis" from the beach. Germany's interior minister called for a partial ban on burkinis, and a German public swimming pool reportedly prohibited them. By contrast, Israel allows burkinis, a fact highlighted in aNew York Times video that went viral.
Four European countries – France, Belgium, the Netherlands, and now Bulgaria – ban full face veils in most public places. Israel imposes no such restrictions on Muslims.
Last summer provided an even more positive testament to how Israeli Muslims are treated, when Israel's smartest high-school student was an Arab named "Mohammed" and the captain of Israel's goalball team at the Rio Paralympics was a 26-year-old, Muslim woman. (Goalball is a sport created for blind athletes.)
But stories of Israeli decency and the relative prosperity of Israel's Muslims rarely appear in the mainstream media or get acknowledged by the EU, the UN, or human rights organizations. World leaders routinely call for Israeli restraint, as if Israelis weren't already exercising extraordinary restraint, a fact demonstrated by this graphshowing how each of Israel's last three wars with Hamas (in 2008, 2012, and 2014) was preceded by hundreds, and more often thousands, of Hamas rocket attacks against Israeli civilians. What country would tolerate thousands of deadly projectiles being fired on its civilians before responding with enough force to stop the attacks?
Similarly, when it comes to stabbings, car rammings, bombings, and other forms of Palestinian terrorism, world opinion reflexively calls for Israeli restraint and/or attempts to justify the attacks.
Last October, EU foreign affairs chief Federica Mogherini called for Israeli restraintafter four Israelis had been murdered in a total of 19 terrorist attacks during the first 12 days of the month. Secretary of State John Kerry tried to blame that wave of Palestinian terrorism on Israeli settlements. United Nations Secretary General Ban Ki-moon tried to justify Palestinian terrorism as a rational response to "occupation." Such reactions would be unthinkable in response to similar terrorist attacks in the EU or U.S. World leaders and the global media seem unaware that Arab Muslims have been killing Jews for more than a century – long before any occupation, settlements, or even a Jewish state.
Palestinian terror attacks don't reflect some miserably unfair existence – they are the product of raw hatred and incitement. Dozens of Israeli Arab Muslims have committed terrorist attacks even though they are not under occupation and enjoy better freedoms and living standards than most of the Arab world has. Like so many Palestinian terrorists, they are driven by the same hateful incitement that rejects any state for the Jews.
The next time Western politicians, human rights groups, and journalists feel tempted to critique Israeli conduct, or demand more restraint from Israelis, they should ask themselves: "How would we respond if there were 411 jihadi terrorist attacks per day here? Would we also provide medical treatment to terrorists and their relatives? Would our society be nearly as tolerant and kind towards Muslims? Would our laws similarly protect Muslim rights and allow Muslim political groups to support organizations that want to destroy our country? How often would our headlines and news coverage present a neutralized terrorist as a victim?"

Terror europeisk sjukdom.
Europeisk politisk fantasi har gjort alla terrorister sjuka.
“But I don’t want to go among mad people, Alice remarked.
Oh, you can’t help that,” said the Cat. “We’re all mad here.” — Lewis Carroll, Alice in Wonderland.
It has become fashionable to invoke the M’Naghten rules as soon as there is a terrorist attack in Europe. Typically, the perpetrator shouts “Allahu Akhbar” and murders innocent bystanders at some restaurant, bus stop, theater, night club or what have you. Authorities quickly follow up by darkly muttering that the terrorist was actually a person with mental-health issues. Their job is to convince the public how to engage in denial.
Whereas Freud explained 100 years ago how defense mechanisms such as denial, projection and rationalization affected human behavior, today we embrace these concepts as an integral and essential part of political correctness. For instance, politicians have suddenly become theologians and experts in comparative religion by stating that shouting “Allahu Akhbar” has nothing to do with the real Islam. Security officials, backed up by government ministers, on the other hand, suddenly transform into psychologists and psychiatrists, becoming mental-health experts. It’s a new form of multitasking.
The M’Naghten rules were formulated in 1843, after Daniel M’Naghten was acquitted of the charge of murdering Edward Drummond, whom he had mistaken for British Prime Minister Robert Peel. He had believed that Mr. Peel was conspiring against him. The court found him not guilty by “reason of insanity,” which resulted in a public outcry to the extent that Queen Victoria intervened and recommended stricter criteria for insanity.
Unlike today’s government spokespeople and security officials, the courts continue to grapple with complicated insanity issues in criminal matters, despite the input of expert mental-health witnesses.
Of course, labeling each Islamist attack as a mental-health issue could be counterproductive.
Anyone walking along a major boulevard in Berlin or elsewhere would notice a fair amount of homeless people begging or bedding down for the night. Many of them would have mental-health issues, yet people walk past them without the slightest concern, let alone fear. Heaven forbid, however, if one of these beggars were to shout “Allahu Ahkbar.” Yes, these two words would be a game changer. If the beggar actually attacked a passerby, he or she would be labeled a criminal. Likewise, a person who stabs or mugs someone in a park or at a bus stop is considered a criminal. But when he shouts the magic words while doing such things, his is a mental-health case. He, like all people yelling the word couplet, is routinely referred to as someone who “became radicalized,” as though he contracted some disease. Hence, diminished responsibility.
From the terrorist’s — or, in PC language, the “patient’s” — point of view, the danger is that, by being called mentally ill, he is being robbed by society of his thunder. After all, ascending to Paradise as a psychiatric patient rather than a martyr would certainly spoil the party. Welcoming virgins would also feel cheated and, worse still, could find themselves in an abusive relationship.
Despite this knee-jerk response to terrorists, the German government is formulating a plan for citizens to equip themselves with a 10-day stock of food and supplies, to be prepared for a potential natural disaster or armed attack. People with “mental-health problems” have thus become a national-security issue. Street beggars must be shaking their heads in dismay as they get overlooked. They might also wonder where, exactly, they should store their 10 days’ worth of emergency supplies. Whatever. They have every reason to hold a grudge.
Since security forces and terrorists are involved in a cat-and-mouse game of one-upmanship, authorities may be put on the defensive if terror groups start calling themselves the Al Neurosa Front, the Psychosis Caliphate or the Front for the Liberation of Acquired Organic Brain Disorder.
If that, heaven forbid, occurs, security officials will be outmaneuvered and certainly out-diagnosed. And the M’Naghten rules will no longer apply. EU officials in Brussels will have to come up with a new, creative solution. They have already regulated the use of rubber gloves in kitchens; mandated the permissible shape of bananas and cucumbers; prohibited the “false” advertisement of water as a cure for dehydration; and made it illegal for prunes to be promoted as a fruit that assists bowel function. Creative thinking is certainly one of their strong points.
There is one country, however — which has had its fair share of attacks — in which terrorists are not automatically diagnosed as having mental-health issues. This country is Israel. And interestingly, European — and increasingly American — theologians and mental-health experts are either silent in relation to terrorism in the Jewish state, or attribute it to — you guessed it — the “occupation.”
“When I use a word,” Humpty Dumpty said in a scornful tone, “it means just what I choose it to mean — nothing more nor less.” Indeed.

Canada: Fatah is a terrorist group
Canada Federal Court upholds Immigration Division’s ruling that Fatah is a terrorist group.

The Federal Court of Canada validated the decision of the Immigration Division (ID) of the Immigration and Refugee Board of Canada which denied a Palestinian man refugee status in Canada because of his affiliation with the Fatah terrorist organization.
Akram Muslih Anteer, a permanent resident of Sweden, joined Fatah when he was 10-years-old and recently worked with high ranking Fatah officials in the Jenin area, including the head of Fatah, Ata Abu Rumeila.
The ID found that “it had been established that it is likely that Fatah did not entirely disassociate itself from acts of terrorism against the Israeli state even after renouncing armed struggle and that the most notorious faction within Fatah, the AAMB (Al-Aqsa Martyrs’ Brigades), did not exist separately from Fatah as a whole.”
“The documentary evidence is clear that Fatah engaged in acts of violence and terrorism both before the denunciation of terrorism in 1989 and, through the AAMB, during the Second Intifada from 2000 to at least 2007.”
Anteer did not dispute his connection to Fatah but argued that unlike the AAMB, Fatah is not listed on many countries’ lists of proscribed terrorist organizations, including Canada’s, and therefore should be viewed differently.
The ID issued a removal order against Anteer returning him to Sweden.

Europe wages war on Israel: How the Jewish state must respond
Despite the EU's Goliath status there are realistic options
Beyond its unsubstantiated legal claims against Israel, both in its intention to label Israeli products and in its actions related to Hezbollah, the EU itself is acting in violation of international law. The EU's intention to label Israeli products involves the imposition of trade barriers in contravention of the World Trade Organization's legally binding rules.

Europe wages war on Israel: How the Jewish state must respond
By Caroline B. Glick
Despite the EU's Goliath status there are realistic options
JewishWorldReview.com | This week the EU took three steps that together prove Europe's ill-intentions towards the Jewish state.
First, last Friday the EU announced it is imposing economic sanctions on Israel. The sanctions deny EU funds to Israeli entities with an address beyond the 1949 armistice lines. They also deny EU funds to Israeli entities countrywide that carry out activities beyond the 1949 armistice lines.
The areas beyond the 1949 armistice lines delineated by the EU directive include the Gaza Strip, which Israel abandoned eight years ago; the Golan Heights, which has been under Israeli sovereignty since 1981; eastern, northern, and southern Jerusalem, which have been under Israeli sovereignty since 1967; and Judea and Samaria, over which Israel has shared governance with the PLO since 1994 in accordance with signed agreements witnessed by EU representatives.
The EU's second action was the publication Tuesday of EU foreign policy commissioner Catherine Ashton's letter to her fellow commissioners informing them that by the end of the year, the EU will publish binding requirements for specially labeling Israeli goods produced by Jews beyond the 1949armistice lines exported to EU member states.
This act is potentially more damaging for Israel than the ban on transferring EU monies to Israeli entities with "bad" addresses. Labeling Israeli products is a means of signaling Europeans consumers that they should view all Israeli exports as morally inferior to other goods and wage a consumer boycott of Israeli products. Indeed, Lithuanian Foreign Minister Linas Linkevicius described the proposed labeling as an alternative to a broader boycott of all Israeli goods.
The EU's third act was its decision to define Hezbollah's "military wing" as a terrorist organization, but leave all the other Hezbollah-related institutions untouched. While the move has been applauded by Israeli politicians desperate to deny Europe's animosity, Europe's partial designation of
Hezbollah as a terrorist entity is another act of aggression against Israel.
By pretending that Hezbollah has a legitimate "political wing" — a transparent lie that even Hezbollah has denied — the EU ensures that Hezbollah personnel and Hezbollah institutions can continue to find safe haven in Europe so long as the avoid attacking non-Jewish Europeans. Hezbollah agents can continue raising money, planning attacks, and recruiting terrorists in Europe, as long as Hezbollah labels the activities "political." In other words, all Hezbollah operations directed against Israel and Jews will remain lawful in Europe.

Hezbollah agents can continue raising money, planning attacks, and recruiting terrorists in Europe, as long as Hezbollah labels the activities "political." In other words, all Hezbollah operations directed against Israel and Jews will remain lawful in Europe.
Beyond exposing the EU's fundamental and obsessive hostility towards the Jewish state, these three actions put paid the EU's protestations of allegiance to international law and commitment to bringing about peace between the Palestinians and Israel.
As Ambassador Alan Baker, the former legal advisor to the Foreign Ministry, wrote in an article published by the Jerusalem Center for Public Affairs, the EU's actions against Israeli entities that operate beyond the 1949 armistice lines are unsupported by international law. The EU's claim that Israel's presence beyond the 1949 armistice lines is unlawful is not supported by any treaties or customs. Indeed, it is explicitly refuted by treaties and customs.
Israel's legal rights to sovereignty over Judea, Samaria and Jerusalem are recognized under the law of nations through the 1922 League of Nations Mandate for Palestine, which also called for "close Jewish settlement" of these areas. The Mandate's allocation of sovereign rights over all of these areas to the Jewish people, and its recognition of the Jews as the indigenous people of the areas, has not been abrogated by any subsequent treaty. To the contrary, they were reinforced by Article 80 of the UN Charter.
Moreover, as Baker noted, the EU wrongly claims that Jewish communities beyond the 1949 armistice lines are illegal under Article 49 of the Fourth Geneva Convention from 1949. But authoritative interpretations of Article 49 make clear that Article 49 does not apply to such communities.
The lines the EU points to as Israel's legal border were never borders and never legal. The 1949 armistice lines, which the EU falsely refers to as the 1967 borders, represent nothing more than the lines at which Israeli forces halted the invading armies of Arab states who illegally assaulted the nascent Jewish state at its birth on May 15, 1948. The armistice agreements explicitly stated the armistice lines lack all legal significance in terms of claims of parties to lands beyond the lines.
Finally, as Baker noted, the EU itself repeatedly supported UN resolutions and international agreements that recognize the legality of Israel's continued control and civilian presence in the areas. As a consequence, its own actions contradict its claim that Israel's presence and the presence of Israeli civilian communities beyond the 1949 armistice lines are illegal.

By allowing Hezbollah to continue to operate in the EU, the EU is in violation of binding UN Security Council Resolution 1373 from 2001 that prohibits the use of member states' territory for the benefit of terrorist groups.
Justice Minister Tzipi Livni called the EU's imposition of economic sanctions a "resounding wake-up call," adding, "I hope that now all those who thought it is possible to continue with the freeze [in the peace talks with the PLO] will understand that we have to act to open negotiations, because this is the only way to protect Israel's general interests."
This view, which is the official view of the Left, is based on a complete denial of reality.
The EU announced its sanctions on the very same day US Secretary of State John Kerry announced he had convinced the PLO to return to peace talks with Israel. The confluence of these events could not demonstrate more clearly that the EU's diplomatic onslaught against Israel has nothing to do with the conduct of negotiations with the PLO. If the EU's chief interest was bringing Israel and the PLO to the negotiating table, Brussels would be sanctioning the Palestinians who have refused to negotiate with Israel since 2008.
By levying sanctions the EU does not seek to advance the cause of peace. It hopes to coerce Israel into abandoning its legitimate historic claims as the indigenous people of the land of Israel to the lands allocated to the Jewish people under international law by the 1922 League of Nations Mandate for Palestine. It hopes to coerce Israel into surrendering its right to defensible borders and voluntarily transform itself into an indefensible strategic basket case wholly dependent on the goodwill of outside powers for is survival.
The question is what can Israel do about it?
Were Israel to fight fire with fire and levy counter sanctions on European goods it would be entering an economic war that it would lose and therefore has every interest in avoiding. But Israel's inability to respond in kind to European aggression does not mean it is without options.
Europe is using economic sanctions to expand its political power over Israeli decision-makers. So Israel should act to diminish Europe's political power in Israel.
The EU itself told Israel how to go about doing this in Paragraph 15 of the sanctions directive.. It reads, "The requirements [banning the transfer of EU funds to Israeli entities operating beyond the 1949 armistice lines]… do not apply to activities which, although carried out in the territories . . . aim at benefiting protected persons under the terms of international humanitarian law who live in these territories [i.e., the Palestinians] and/or at promoting the Middle East peace process in line with EU policy."
In other words, Israeli NGOs that receive EU assistance are exempt from the financing ban if they commit to undermining Israel's rights in the area. As the EU sees it, NGOs who receive EU money are EU agents, advancing European goals in the domestic Israeli arena, and as such should be exempted from the EU's economic sanctions.
In a 2010 meeting with US diplomats leaked by Wikileaks, Jessica Montell, the Executive Director of the Israeli registered pro-Palestinian pressure group B'Tselem effectively admitted that her organization would cease to exist without European funding. According to the protocol of the meeting, Montell, "estimated her 9 million NIS ($2.4 million) budget is 95 percent funded from abroad, mostly from European countries."
To stem the momentum of Europe's new economic war, Israel's first response to the EU's sanctions must swift passage in the Knesset of a law requiring all Israeli entities who agree to operate under the EU's funding guidelines to register as foreign agents and report all EU contributions. Those contributions should be taxed at the highest corporate tax rate.
EU officials have stated repeatedly that they seek to undermine Israeli control over Area C. Area C is the area of Judea and Samaria, where in accordance with agreements signed between the PLO and Israel, Israel exercises most civil and military authorities. The EU is funding projects in Area C whose stated goal is to make it impossible over time for Israel to assert its authority over the area.
Israel's second response to the EU's announcement of economic sanctions on Israeli economic activity in Judea and Samaria should be to suspend all EU projects in Area C. Future EU projects should be subject to intense scrutiny by the Civil Administration. Israel's default position should be to reject, rather than approve such requests, given their hostile intent.
Finally, EU peacekeeping forces from Gaza to Lebanon to Syria have repeatedly proven not only their cowardice, but their willingness to act in ways that endanger Israel in order to protect themselves. In Gaza, EU border guards fled to Israel following Hamas's takeover of the area in 2007.
Along the border with Syria Austrian peacekeepers fled at the first sign of trouble leaving Israel to deal with Syrian breaches of the European-sanctioned 1974 disengagement agreement by itself.
European forces in UNIFIL in Lebanon have signed protection agreements with Hezbollah where in exchange for European forces' turning a blind eye to Hezbollah's illegal use of civilian infrastructures as military installations, Hezbollah has promised not to murder European forces.
Given this track record, Israel should bar European forces from further participation in armed forces in Israel. To this end, Israel should allow the mandate of the European-dominated Temporary International Presence in Hebron to expire when it next comes up for review. The TIPH, which has been deployed to the city since 1994, is comprised of forces from Denmark, Italy, Norway, Sweden, Switzerland and Turkey.
Israel has for years been operating under the misguided belief that the EU would eventually come around and side with Israel against its enemies. This belief has been informed by equal doses of innocence and wishful thinking. The EU's decision to initiate an economic war against the Jewish state forces Israel to abandon its long-held illusions. Israel has options for responding forcefully to Europe's aggression. If judiciously and firmly employed, these responses can diminish the Europeans' interest in escalating this economic war, by denying them the political victory they seek.

A Palestinian terrorist died in clashes with the IDF near Ramallah Sunday morning, after his attack on an army jeep backfired quite spectacularly.
Abdallah Ghanayem, 21, died after being struck by the vehicle during clashes that erupted in the village of Kfar Malik following a dawn Israeli army raid, the Palestinian Authority sources said.
An IDF spokesman confirmed to AFP that a Palestinian had died - after he threw an incendiary device at a jeep and the vehicle overturned on him.
It was the second Palestinian terrorist killed in the past week, after a would-be bomber was shot as he was preparing to hurl an explosive device at soldiers in Jenin. The attacker was reportedly injured by IDF fire, and killed when the explosive he was holding subsequently detonated in his hands.

http://atlasshrugs2000.typepad.com/atlas_shrugs/2013/04/obamas-epic-fail-cia-wanted-boston-bombing-suspect-placed-on-terror-watchlist-.html
